If a person is arriving at Waterloo on the Eurostar,
what would the best way to get to Oxford?

Tube and Train. Get an advance purchase single (apex) or a saver return
valid within 1 month for the return journey. The mainline train to
Oxford departs from Paddington.

I'll preface this reply by saying that it applies if (a) the person
concerned has heavy baggage and (b) is a lazy so-and-so like me who
hates lugging baggage up and down escalators on the Underground and
(c) isn't in a hurry.

There is a direct but slow service from Waterloo to Reading - change
at Reading for Oxford.

Trains go from Paddington, which you can reach from Waterloo on the
underground - Jubilee Line to Baker St, walk through on the level to
the Bakerloo Line for Paddington:

Or you can get the 211 or 507 bus from Waterloo to Victoria, or take
the Jubilee Line and change at Westminster for the District or Circle
Line (but this includes some inconvenient stairs), and a bus from
there to Oxford, which would be cheaper, but a bit lower:

Or avoid the change by going on the Bakerloo Line from Waterloo!!!!
