parking in front of a dropped corner curb in NYC
 

Does anyone know if it's illegal to park in front of a dropped
(semi-circular) corner curb in NYC? There's a block in this one
neighborhood with a fire hydrant and the only way one can park 15 feet
away from it is to advance past the start of this curb (but not
actually into the intersection).
