It's been years since I've been to PE, but when I was there, it was
crawling with soldiers, so I wouldn't think it's that friendly!

How disrupted is Mexico now?
I suspect in the months to come, there will be lots more
"disruptions" due to the election......
If the revenue from tourists drops very much, plenty of Mexicans will
see "El Norte" as a way out...
