You are correct. ZEP is one of 273 items non-city/non-airport in the
list. And that's expected.

I posted the list just for someone like me, being able to check all the
aspects of the three letters but simply stranded without entry point.

IATA, I have said nothing about it. You may be a mind reader. Again you
are correct. I don't like the decision, and IIRC even never been in
their website. Anyway, sometime you don't do something even if you can.
