Because, as I said, the thief took everything from the hotel room,
including the receipts for the cheques. Amex wouldn't give me a refund
unless I could provide details of the serial numbers. That was the
last time I ever wasted money buying travellers cheques.

Sounds a bit strange to me. The selling bank gives you the serial numbers,
when you ask them. They typically are adjacent figures. With n notes the
figures are from x to x+n-1. You really didn't recall how many notes you had
encashed until the theft took place.? Nowadays it is easy to copy the
information on receipts on a file hosted by some general access email
provider. There is nothing wrong with traveller's cheques. Nothing is fool
proof though.
