The USA and the USSR both demonstrated the technical capability to
destroy civilian passenger planes whenever they wanted. One difference
is that the Soviets waited until thier air space was violated. The
American Navy went half way around the world to heroically shoot down
an unarmed Iranian plane flying over Iranian territorial waters; they
claimed it was unintentional, but the captain of the USS Vincennes got
a promotion and was awarded the Legion of Merit.
