A long time ago (and I mean a *very* long time ago!) the
Norwegian State Railroads used to put together such tours using
ferries, trains, buses and even taxis. The hotel bookings and
transportation bookings were also part of the self-guided tour
and my wife and I really enjoyed the experience. I wonder if
they still do anything of the sort.
