services direct.

Medicard is available to all of the poor under certain income levels,
AliASS. Some just don't bother to apply because they know they won't
be deprived the care EMTALA (below) provides.

EMTALA covers EVERYONE walking though the doors of medical facilities
including illlegal aliens where medical care cannot be denied
