Maybe she's not a Christian, or that she keeps it non-religious
to avoid offending non-Christians.

Actually, she's Catholic and represents a predominately hispanic
district of mostly Catholics. So, there doesn't seem to be a motive to
avoiding the word Christmas in a majority Catholic neighborhood. But
I'm sure it buys votes in one way or another.
