Default Slow I-94 procedure at land crossings?

I don't know about I-94, but once at the I-5 crossing I waited 90
minutes inside the building in the pedestrian lineup, watching cars
outside wait for less than 30.

Pedestrians at land crossings are highly scrutinized. You really don't
want to be waiting in that line if you have a friend's vehicle you could
jump in.


I was talking about the I-94 customs Arrival-Departure Record form,
not Interstate 94.

He had to go inside anyway, after we waited on the car line. (Which
made sense -- it would have been even worse if our car blocked one of
the lanes for the half hour it took to fill out the form.) And there
was no line inside.
