In the USA, where one, in general, does not go thru a passport examination to
leave and where international flights depart from domestic terminals, there is
the concern that the duty free stuff will not go on the flight. Thus the
delivery is to the plane door (where one presumes that it would not be that
easy to turn around and give it to someone staying in the USA).
