Well, Canada seems to be doing a good job. Can't say the same for
Russia, Nigeria, etc.


Norway seems to be quite okay in this point.



Yes, Norway is so lucky they didn't even have to bother joining that
pesky EU...that way their petro riches don't have to go to subsidise
Greek road projects and Polish farmers and such :-)
