You get similar things in UK. In York council tax payers don't/didn't
have to pay the same car parking fees as the rest of the world.


That's a worldwide phenomenon. We went to an art museum in Cambridge, MA
a while back, and while we paid $7.50 our friends (they didn't know this
beforehand) got in for free as "Cambridge Residents."
