Is Austin or Houston best?

They're different. Houston is the country's 4th largest city; Austin is not
as big. Austin is a college town and the state capital. Houston has the big
city attractions (i.e. top-notch arts/culture, great restaurants and
museums, large downtown) while Austin is somewhat lacking with these. Austin
has a good downtown but it's more of a college/young scene. Austin has a
state history museum. Houston has some of the country's best art collections
in its many art museums. It also has some big attractions like NASA manned
space flight headquarters/mission control. Austin has prettier natural
scenery.

Also, Austin and San Antonio are relatively close to each other. I would
probably pick San Antonio over Austin for tourism.
