What is the situation in other countries like for these facilities?

Same. Although there are now laws making new public event buildings
(concert halls, stadiums, etc.) build more female facilities than male
facilities.

Once I had to wait in an interminable line for the women's toilet at
the US Congress building, while the men were strolling in and out of
their facility. My daughter and I decided to commandeer the men's
room. We called out a warning, allowed a decent pause, and went in.
Nobody objected.
