You certainly can. I just did two of them on Celebrity for Royal.

Hi Janet

I won't argue with you about that. The cruise consultant (on the Oasis)
said it was OK, and made the booking. When I tried to use it on Celebrity,
they wouldn't let me do it and told me I had to use it for RCI. All I know
for sure that Celebrity would not let me use an "open" booking that I had
made on the Oasis OTS.

When I spoke to Royal about buying the certificates, they told me to
make sure that the certificates were for Royal. I was told that it was
difficult, but possible to change the certificates from Celebrity to Royal.

Give Royal a call. If you are Crown and Anchor, try them first.
