I suspect the answer is "neither". I suspect the Boeing Bean Counters (BBC) have set a limit on investment for the 7E7, and it is up to the project bosses to obtain investment from outside Boeing. In the view of the BBC, "efficiency" is surely calculated in return on investment. Risk sharing in the design and production of major component is a way to do this, maybe the only way. |
