Default B7E7 may launch with non-US carrier

But in the case of Boeing, is there a clear business case for giving wing

work
to Japan, or is this something that is done to secure sales even if it

means
that the oursourcing to Japan may not be the most efficient ?

I suspect the answer is "neither". I suspect the Boeing Bean Counters (BBC)
have set a limit on investment for the 7E7, and it is up to the project
bosses to obtain investment from outside Boeing. In the view of the BBC,
"efficiency" is surely calculated in return on investment. Risk sharing in
the design and production of major component is a way to do this, maybe the
only way.
