Hwy 17 IS a freeway.

Try one of the routes going up to Skyline and down the other
side; this is about as scenic as you can get. For instance, take
Page Mill Exwy up into the hills and take Skyline to Rte 9.

I think Rte 1 is aobut as scneic as you're going to get going
down to Monterey.

Normally we drive the freeway for the fastest route from Palo Alto to
Monterey. But this time we want a more scenic drive. Is Hwy 17 the best
way to go?

NO! Go over the hills and drive down Highway One on the coast. By far, much
more scenic than Hwy 17. And in the spring, you have millions of wild
flowers blooming with that ocean backdrop.

Also, almost everyone is on 17. There have been times that I've had One all
to myself. Literally!!! One is also a more leisurely route. Usually you can
go at your own pace. I once went from San Francisco to somewhere down below
Carmel in about 8 hours. It was great!!!

fyi - Page Mill Expy ends at I-280. From I-280 to Skyline, Page Mill Road is
a narrow (and sometimes steep) 2 lane road. I agree that it is much more
interesting than Hwy 17. From Skyline, you could take Alpine Road (another
narrow and steep road) down to Pescadero or San Gregario and take Hwy 1 south
from there.

If you have the time, there are many interesting roads in the hills between
Palo Alto and the ocean. Most of them are former logging or stage coach
routes.

I think Page Mill & Alpine Road is much more scenic, but also somewhat

slower
than Hwy 17. There is also Hwy 9.
