I tried StealTickets.com and StealTicket.com, but there doesnt appear
to be such a site. Can you please re-check and post again. Thanks a
lot for the information.

Charge a $us10 per ticket service fee. International flights have to
be booked at least 7 days in advance. Price seems to be higher than
the local travel agent. Didn't check to see if they accept out-of-US
credit cards.

Return tix only, no one-way flights. For one-way, they send you to
Expedia, which does not provide as many good inter-airline fares as

USA-based travellers only !!

Neither Hotwire/Expedia nor OneTravel.com accept credit cards with
billing addresses outside the USA. At least Expedia puts this up
front. OneTravel
does not.

Expedia.ca I guess would accept my Canadian credit card, but told me
that "Due to fare restrictions or airline policies, the flights you
have selected are not eligible for e-ticketing and there is
insufficient time to deliver paper tickets prior to departure". This
was on a ticket involving Mexicana and Northwest. I wonder which of
them put the kibosh on it. Expedia.ca told me this only AFTER
pretending to accept my booking and collecting my personal info
(though not my credit card stuff).

I'm unimpressed with all the options I tried.

Summary:
I used OneTravel.com to find a cheaper flight combo than the local
travel agent was able to find, then bought the ticket from the local
travel agent. In this case, it was the same price, about $100 (20%)
savings.
