Default U.S. State Dept. link new passport rules

For those who prefer going straight to the source, here's the link:

In a nutshell,
# December 31, 2005 – Passport or other accepted document required for
all travel (air/sea) to or from the Caribbean, Bermuda, Central and
South America.
# December 31, 2006 – Passport or other accepted document required for
all air and sea travel to or from Mexico and Canada.
# December 31, 2007 – Passport or other accepted document required for
all air, sea and land border crossings.

"Other accepted document" no longer includes driver's license + birth
certificate.

I went to the site that How B provided and I saw nothing about a
proposed requirement. The new initiative was entitled "New
Requirements..." Also, I did not see anywhere on the site where the
public could comment or voice concern. The only thing I saw proposed
was the "Proposed Timeline for Implementation..."

What am I missing?

And keep in mind that some TA's are trying to downplay this so that they
will not lose bookings when people find out that they will need to pay for
passports next year. Yeah, it's only a proposal but anyone that doesn't
believe it is going to get rubber-stamped and made into law is not thinking
straight or has a financial agenda.

Uh huh.

Hey maybe the whole cruise industry will collapse because people are
too cheap to get passports. Maybe should we expect big price drops next
year because of this.
