Think this letter gives you advice to join a branch association for some hundred bucks/year, get a IATA licence for a deposit of some thousands of bucks and then get the IATA travel industry card wich offers you discounts of ~25% on published rates (wich you can have much cheaper by booking through a contracted tour operator). Btw: No one needs travel agents any more and no good hotel will give a simple travel agent any _good_ discounts without proof of sales. The ones who get the discounts are qualifed _tour operators_ wich are licensed, well known to the hotels/airlines/etc. and are well perfoming in the matter of sales.
