OK, so we have to supply enough rolling stock to give every possible
peak time traveller a seat. That stock will, of course, be unused for
most of the time. Who do you think should pay for it?

It's worse than that, because people currently stagger their journeys
because of the over-crowding. If everyone could travel when they really
wanted to, the supply of rolling stock would have to be even greater.

True. And at least the current arrangement of being able to stand
allows a choice to travel then (in less comfort) or later with a seat.
Reservations compulsory, the only practical way of doing what the OP
wants, removes that choice.
