Default Dulles is the greatest airport for racking up quarters by redeeming carts

Either smart carte or the airport workers have a scam going; the
outdoor racks consistently stiff you if you try to return a baggage
cart for the quarter deposit. the only way to earn your quarter is by
going inside. almost nobody with a car waiting or with parking fees
accumulating is going to dash back indoors to earn his quarter.

as a result, if you are a delayed passenger or inexplicably hanging
around dulles for enjoyment, you can make substantial pocket money by
shoving cart after cart into the indoor racks.

Don't worry, the Airline should deliver them within 24 hrs.

I sit at some major Airports and watch the Sky Caps collect them. It's
good for a few bucks each per day.

Those ill-paid skycaps can use the money, I feel bad to be acing them
when I am stuck at an airport, but I like the feel of quarters in my
pocket too.

On the other hand, airports near the inner city attract kids who want
to hustle carts too. The worse the transit, the less severe this
problem. So Detroit's bus-unfriendly international airport has no cart
hustling problem.
