I suppose. The rule today seems to be that every "good idea" is made into a legal requirement. Anything that's a "bad idea" is made illegal. Soon, everthing that is not required will be forbidden. In UK actively pursue British residents who have a TV without a TV licence. In Germany they could have teams who plant very nasty virus/Trojan in the PCs of illegal WAAN users.
