cheapest spanish speaking country with climbing?
El Portero Chico and El Salto near Monterey, Mexico would fit the bill.
I'm not much of a fan of the Potrero myself, but it gets rave reviews from a lot of people. Multipitch limestone sport climbing on somewhat loose rock. El Salto has some really good steep sport climbing, but there's not much there if you can't climb .12c.
