Default JETSTAR airport in Sydney area??

I am sure that the new Qantas based low cost Carrier JETSTAR will use
Avalon
airport in the Melbourne area (instead of the usual Tullamarine) --
and I
"heard" that maybe they were going to use Richmond in the Sydney area
rather
than Mascot.

Anybody know for sure??
