I've never heard it being country of nationality rather than country of
residence - that would just be unreasonable.

The only ones I've heard about are some of the longer-term stay visas
for Thailand. They seem to make them a lot more difficult to obtain if
you apply in a nearby country than if you apply in the country your
passport was issued by. Presumably they do this to discourage
visa-running.

I only know two examples: the US and the UK. A (Dutch) friend of mine who
did a round the world trip tried to get a US visa in Mexico and was told to
apply in the Netherlands. (this was in the mid 1980's when Dutch citizens
still needed a visa to visit the US). And I know the British consulate in
Amsterdam will only issue visas to residents of the Netherlands.
But I am sure there are more examples.
