I've never experienced that situation, but I'm sure you could be
right. Which countries require that,


I only know two examples: the US and the UK. A (Dutch) friend of mine who
did a round the world trip tried to get a US visa in Mexico and was told to
apply in the Netherlands. (this was in the mid 1980's when Dutch citizens
still needed a visa to visit the US). And I know the British consulate in
Amsterdam will only issue visas to residents of the Netherlands.
But I am sure there are more examples.

Not all. Don't try this with India, for example, or it will be a very short
