Default health insurance for trip to Germany

If you're an American who plans to visit Germany and wants to buy
health insurance to cover you during your visit, I suggest that you buy
the insurance before you visit Germany rather than while you are in
Germany. In my opinion, you are more likely to be pleased by the
claims handling of an American health insurer than by the claims
handling of a German health insurer.

This topic is more appropriate for the rec.travel.europe newsgroup,
but for Americans traveling abroad (not just to Germany), check out
the official State Department web site at http://travel.state.gov which
is chock full of information about how to arrange medical care in foreign
countries, what to do if you run afoul of the law, how to replace a
lost or stolen passport abroad, and so on. The site even has a
downloadable copy of the passport application.

Yes, why on earth buy an insurance locally after arrival ??
After all things may happen before you've bought the insurance.
And while back at home it's by far easier to negotiate with an insurance
company at home.
Anyway never travel without a valid travel insurance.
