Default Careless smoker starts fire

Well, another cruise ship incident.
Has anyone heard of a non-smoking cruise ship?
On our last cruise we had to wet towels and place them over our mouth
and noses in order to get to our cabin which was next to a cabin that
had two elderly ladies that would leave their door open to exhaust
their smoke. After complaining they were told that they had to leave
the door closed. It helped a bit, but smoke still wafted out from the
bottom of the door.
Now I'm thinking how lucky we were after reading about the latest fire
that those two old ladies didn't fall asleep while smoking.
btw, they smoked all day and all night. I would imagine they smoked
at least four packs a day each.

There was the Paradise by Carnival. They had an extraordinarily strict
non-smoking policy. If you were caught on board with cigarettes, you were
thrown off the ship at the next port of call and billed an extra $250.
However, the ship had a hard time attracting groups resulting in lower
booking rates, and alcohol and casino revenue was lower than the rest of the
fleet. The ship was repositioned to Los Angeles a couple years ago and the
no-smoking policy was recended. Renaissance Cruises had a fleetwide
no-smoking policy, but that line went bankrupt shortly after the 9/11
terrorist attacks.

I THINK THAT THESE SHIPS SHOULD MAKE HIGHER PENALTY FOR INDIVIDUAL WHO
JUST HAVE TO SMOKE EXPECIALLY IF THEY DAMAGE PROPERTY OR IF THEY
ARE A HAZARD TO THE SAFETY OF THEM SELF OR OTHER TRAVELORS. I USED
TO SMOKE AND I WAS SAFE EVEN THEN ABOUT MAKEING SURE YOUR CIG
IS OUT NOT STILL SMOKING AND NEAR SOMETHING THAT COULD IGNITE.

Thus spake (RODDY WILLIAMS) :

Please don't shout. Use lower case, it's easier to read.

Other than stopping smoking completely, how would propose to fine people who
damage property or other peoples lives? The person who caused this probably
doesn't realize the consequences of their actions.
