The Vatican! Access to their archives is not easy, lots
of top secret stuff. Even French archives are ruled
by the 50 year rule in many things, personal files
are protected even longer, 100 I believe.

The Paris police archives have been accessible for the WWII

in France a long time they would have killed almost
all of them.
