Do you think the ship pays whoever they contract with for the excursion
if the ship can't get passengers tendered in? It's no different than if
you booked it on your own, except the cruise line isn't getting their
hefty markup.

I would certainly not book with anyone that would charge if we didn't
get there. I know the ship tour operators would also not get paid,
but that's not my responsibility. They pay heavy fees to be a ship
excursion so it must be worth it to them to take the chance.
