canberra.org.au/consular/special/040128e.htm In fact I cannot get visa at Jayapura airport. I don't see Jayapura among many airports.

Are you on an international flight direct to Jayapura? I did not think there were any except for the Freeport private planes (but I could easily be wrong!). Normally people have to fly to Jakarta, Surabaya, etc. first. They clear immigration there, then fly on a domestic flight to Jayapura.
