As far I as I could ever find out visas for tourism are almost impossible to
get.

well ffor Uzbekistan
as far as I know some countries are LOI exempt..
Italy and Germany for example.
Visa to Kirghisistan will be provided by a local agency

You mean that Italian and German nationals do not need a visa for
Uzbekistan, while nationals of most other countries do?

You mean that Italian and German nationals do not need a visa for
Uzbekistan, while nationals of most other countries do?


I mean they do not need a LOI ( letter of invitation )
to get a visa.
just a form to fill.. a photo. and 60 eur.
apparently the visa will be given in a couple of days.
( read the webpage of the Uzbek embassy in germany )
