Can you book the SFO-SJC UA bus without a flight?
The bus counts for Elite credit

If you decide to avail of the United double Elite qualifying airmiles
offer, please read the restrictions very carefully and call someone at
United before you give them your $100 or pay for a ticket, to make
sure your flight/s will qualify. It is possible (I'm not absolutely
sure) that you cannot use the offer for a trip already flown, and I
know for a fact that if you try to use the 2nd half of a flight whose
first half was taken before the start of the qualifying period, it
will not apply. Although it does not say this anywhere in the
materials. PS: a nice weekend flight to Seattle can be a pleasant way
to spend the pre-holiday period

It will apply to all flights flown within the timeperiod, So if you
register today, flights from October15th will still count. It's one of the
real beauties of this promotion, you don't have to pay out the $100 until
you are sure you won't make it on your own, and then everything you have
done counts.

I believe you are wrong about the second half of a flight not counting, any
flights on United on or after October 15th count for this promotion. If
your first segment was October 14th at 11:59 pm and you connected to another
flight at 10:30 am on the 15th, then the segment starting on the 15th and
everything after it qualifies.
