Maybe the current Congress can pass a law.
We need the law that the airlines weaseled out of a few years ago.

(1) Having flown enough to have witnessed what weather can do to a/c, I'd
just as soon accept that "weather delay" represents a meaningful excuse,
whether in my location or somewhere else where it causes flights to be held
up....

(2) Having just spent 7 hours completing what is normally a 4.5 hour drive
because of delays caused by successive belts of thunderstorms during which
the rain rate exceeded a couple of inches an hour, at times reducing
visibility to about 100', I'm comfortable with reality, that "delay" is a
meaningful term extending to all forms of transportation. Flights are
grounded and airports closed during the conditions I experienced.

(3) "Passing a Law" is likely to cause the same sort of problems that the
passage of all too many laws bring about, more confusion, increased prices,
and more delays...

(4) In any case, a "law" passed by the US Congress will have pretty limited
applicability in Cancun, Mexico, even aboard a US carrier.
