meaningful term extending to all forms of transportation. Flights are
grounded and airports closed during the conditions I experienced.

(3) "Passing a Law" is likely to cause the same sort of problems that the
passage of all too many laws bring about, more confusion, increased prices,
and more delays...

(4) In any case, a "law" passed by the US Congress will have pretty limited
applicability in Cancun, Mexico, even aboard a US carrier.
