When people talk about "terrorism" they typically mean more or less
conventional means of waging war. For instance Palestinians have done so for
ages to drive that unnatural "Jewish" community into the Western world,
where it belongs. Soldiers hardly are less innocent than civilians. Actually
almost always decisions on wars are made by civilians.
