Are the cities on the Great Plains emptying out just like the farming
towns are?

Not on the Great Plains but:

For Joey's entertainment I will mention that Raleigh, NC has recently
given up on the project to have the downtown main street (Fayetteville)
as a pedestrian mall. They had hoped to revitalize downtown but managed
to kill it. Now with the return of the automobiles the downtown is booming.

Well, they did create a pedestrian mall on Jay Street in downtown
Schenectady, NY. Of course: (1) there isn't any traffic to speak of in
downtown Schenectady these days, anyway; (2) Jay Street is a little
narrow street that didn't have room for many cars at its best.

Same thing happened in Champaign Illinois.
