We have never been to an all-inclusive resort before and are going to
Punta Cana next week. Just curious about appropriate tipping rates for
things such as maids, food service etc.

Tips are already included in all-inclusive prices, so please do not
tip as it causes problems for those who folow the rules and don't tip.
In fact some resorts will fire workers who are caught accepting tips.

I would have to disagree. I have heard mention of resorts firing
staff for taking tips but never actually seen it mentioned in resort
information. I always tip the wait staff the bartenders and the
people who make up my room. We bring a bunch of US singles and give
tips of one or two dollars. The only ones getting rich at the resorts
are the owners. Tips help the workers improve their life. Just be
discreet and don't be obvious. We also bring gifts like cosmetics and
costume jewlery for the maids.

I have been to several AI resorts in Mexico. I follow the rules and
do not tip. When I see people who do tip, there is not much reaction
from the tippee. Americans and some Canadians seem to think that
tipping gives them better service. Generally, it does not. So, don't
tip in an AI resort. However, if my room service is outstanding (a
swan is made every day from a towel and placed on my bed and they
don't hound me when I sleep in to clean the room), I *may* tip a buck
per day but not until the very last day.

Huh?????
Why is it confusing the issue? The OP wanted to know whether he had to tip
at an AI resort. According to my Tour operator, you don't tip. I showed
the source of my info, so the OP could see for himself, if he wanted to.

No, your tour operator says that tips are not included in the package price unless it is an all-inclusive, meaning tips ARE included in all-inclusice packages.
