Default Can you change hotels when booking with Tour Operator

I read in another forum that one couple was able to change their
hotel once they arrived at the AI because they were not satisifed
with their accomodation. They paid their own taxi and just paid the
difference to their tour operator. Does this apply to all tour
operators, say, Sunquest, Signature, Apple, Air Transit Holidays?
Does this apply throughout your stay or can you only make your change
in the beginning?

Just wondering.
