Is there anywhere I can obtain a phone card to call the US from
Belgium at reasonable prices?

I'm leaving in a week so a place in Brussels would be ideal.

Prepaid phone cards for international calls are widely available in
Brussels; look for 'carte téléphonique prépayée' in newsagents, internet
cafés and 'telephone call shops' (a private storefront equipped with rows of
cabins for international calls, often also selling snacks). Cards typically
cost EUR 5.00, 10.00 etc. make sure that you buy one that includes access
numbers *with prompts in English*.

AFAIK there is little diversity in rates to the USA, but prices vary
significantly for more obscure destinations. Rate cards are available, but
check that the information is up to date. The 'historic operator' (Belgacom)
promotes its 'XL-card', but I couldn't access the advertised web site:
www.xl-card.com .

If you haven't used such a card before, note that:
- there are normally two rates for each country, one for use from public
phones (with an 0800 number) and the other (with a local geographic number)
for use from a fixed (ie not mobile) private phone. Use of the latter
involves a local call charge.
- you start by calling the appropriate number, then respond to the prompts;
first enter the card's ID number, then enter the number you want to call -
including the international prefix (eg '00' in Belgium).
- if you don't get through, or at the end of the call, you may be able to
call another number without first hanging up by entering a control code (eg
*, # or a combination of them and other digits), which takes you back to the
prompts.

You can buy a phone card on the internet no matter where you are.
The EastWest phone card can call U.S.A. from Belgium at 2.6 cents/min
on www.EastPhoneCard.com.
