But conversely, if you limit the franchise to those who can pass a
civil service exam like in China, you get the Mandarin Mindframe.

Those aren't the only two choices, so this constitutes a false dilemma.

Its tricky. But at least, you can educate the Mandarins on the effects
of group think to see what that does.

You don't want Mandarins--i.e., a rule by the bureaucratic class.

You already are pretty close to that, anyway.

What if you at least limit the franchise to those who have served in the
military, or show a willingness to serve in the military?

Veterans aren't better voters, of course. But at least they have shown a
willingness to risk their own lives to preserve their civilization. They
at least have a stake in the franchise.

bin laden was presumed dead for a long time , too sick to survive if not
bombed the crap out of .. now he shows up with less wrinkles and darker
hair than before ...

I think he will continue to re-appear at politicaly convienient times
for may years to come , each time with different facial features and ess
and less wrinkles ...

anyone with a more cynical outlook would be suspecting that this
