Not quite,

Toutes les raffineries de France métropolitaine étaient en grève vendredi
midi. L'oléoduc approvisionnant en carburants les aéroports d'Orly, de
Roissy, le sud de Paris et la région Centre ne fonctionne plus depuis la
matinée, faute de produits pétroliers

Meaning there was no oil being delivered to the pipeline.
