Default togo phone

I'm looking for some advice.a friend of mine will soon be leaving for Togo
with the Peace Corps, and I thought that a potentially useful going away
gift would be a phone card. Does anyone have any experience calling from
Togo to the United States? Would a pre-paid cell phone be a better option?
Basically, while lots of options seem to exist for calling Togo from the US,
I'm having trouble finding any companies that offer something for calls in
the other direction, so if anyone has any ideas I'd love to hear them.

you can use a ATT
card to call from virtually anywhere in the world. however, that is a
very expensive option. calls from the US to togo might be cheaper.
calling directly from togo might also be cheaper than using the ATT call
card. on the other hand the cheapest way to communicate will be emails.
you can also text message but sender/recipient in the US needs to have a
GSM cell phone.
