People who have lived for years in NYC have never come close to seeing
it all. If four days is all you have, then it is better than nothing.
I suspect the same is true of the other cities on your list. It really
depends on you, but your itinerary seems reasonable. Than again, you
could easily spend the entire time in one of the cities on your list and
have a wonderful time there, including Niagara Falls.

Very brief, though you can still get something out of it. I'd
recommend at least 7-10 days.

More than necessary. Just spend an afternoon looking at the falls and
walking. However, you might visit the Albright-Knox Museum in Buffalo,
which has some good Modernist art in its collection:

There are also some nice buildings in downtown Buffalo.
