As much as I wouldn't like to see Fidel Castro get any money out of the port
fees & think the people would benefit more from the cruise ships stopping there. The average Cuban citizen doesn't get much from their "government" & at least the tourists would help generate some sort of an economic boost. Since most cruise ships aren't American flagged there probably isn't a
reason that they can't go to Cuba, is there? They would not be able to leave from American Ports. So you'd have to have
cruises embarking from Cancun or Cozumel, or other ports in the Caribbean to do so. Just as a point of clarification, Americans are not prohibited (by the State Department) from going to Cuba, they are just not allowed to spend money in Cuba, a Treasury Dept. restriction. Yes, but a cruise means paying port taxes, those port taxes to Cuba would,
by definition violate the Treasury department restriciton.
