I think the vast majority of highways in the U.S. are
cleaned by paid contractors hired by the highway department.

"Adopt-a-highway" programs give companies & organizations
a way of doing some volunteer work while getting some
favorable publicity for their group. But I doubt if they
cover more than a tiny percentage of U.S. highways.

In the US taxes is a dirty word.


Nobody likes to pay taxes but (I think) we Europeans couldn't even imagine
to adopt a highway. We would expect the Government to keep the roads

clean.

I am a member of a cycling club that has adopted a local highway.
Well, about 3 miles of it. A group of members gets together once a
month to "police" the right-of-way. The county allows us to use their
orange vests and pick-up sticks. The club buys lunch for the group.
