writings: Hey folks, I'm sorry that I started this mess! I think that J. Clarke is right! I was a squid many, many years ago working in supply, disbursing and travel! IIRC, Conus and Outus were terms we used to determine things like travel time, mileage rates, tour lengths, etc. There were different rates to apply depending on location--one rate for the lower 48 states (Conus) and another for "overseas"{Outus (or "Outconus" if you had room on the form that you were filling out)}!
