The basic fact is that if you also have a foreign citizenship, you can
just mail in your passport unilaterally. And not pay the $450.
If you send a registered letter and you are on file, the issue
should create no legal problems. However, make certain all your
assets are removed from US jurisdiction.

Personally I see having both US and French citizenship as an
net advantage. Never burn bridges, you might get burnt.

I did respond the same day - my news server didn't send it and I only realised it earlier
today. Are you sending me to the guillotine for that?
