Draconian vacation policies for US slave workers

If the bonus is discretionary then of course the company can do that. If
paying it is a contractual obligation, then of course they can't (unless
they want a lawsuit).

I don't think anybody would quibble with your take on the legality of it
from the company's POV - DFM's point, surely, was that some of the money
spent on private-sector health insurance will inevitably end up paying for
bonuses and the like, rather than providing for anyone's healthcare.

(Having said which...is that situation much different from tax money going
to pay for the administrative salaries in a nationalised health service?)
