The law applies to everybody who is under US jurisdiction, which includes US citizens anywhere in the world. It doesn't matter where they live. It also includes non-citizens, like those with Green Cards, and people accepted as refugees living in the US. As a USA/Australia dual national who travels to CUba several times a year as part of my employment with Anonymous Demonic Media, I am NOT subject to the travel restrictions on Cuba becuase I firstly do not LIVE in the USA, and, secondly, use my AUsTRALIAN passport to get there. You are indeed subject to the restrictions, you simply haven't been caught. |
